One notable departure is the lawmakers’ hard line on Vladimir Putin, whom Trump has praised
House Republican leaders outlined a foreign policy agenda Thursday that urges a direct confrontation with Russian President Vladimir Putin, one of several ways the document breaks with the approach of presumptive GOP presidential nominee Donald Trump.
GOP committee chairmen, led by House Speaker Paul Ryan of Wisconsin, have spent months crafting proposals on an array of issues to help unify the party going into the November elections. On Thursday, they offered their national-security ideas with a blueprint on such issues as how to deal with terror groups and how to deter cyberattacks.
The platform runs afoul of many of Mr. Trump’s foreign policy ideas, putting the party’s White House nominee and its congressional leaders on diverging paths regarding world affairs. The starkest departure may be the document’s attitude toward Mr. Putin, whom the GOP platform says is exhibiting “burgeoning militarism.”
Messrs. Trump and Putin have exchanged public compliments and suggested they might work together in areas such as Syria. Mr. Trump has said he would give Mr. Putin an “A” for leadership and strength.
The House Republican plan warns about Russia’s motives in Eastern Europe and says Mr. Putin must be confronted. It says the U.S. should “counter our adversaries and support our allies” by “standing up to Russian aggression and bolstering countries such as Ukraine.”
“The key with dealing with Putin and Russia is we have to do so from [a position of] military strength,” said House Armed Services Committee Chairman Mac Thornberry (R., Texas), sitting alongside other GOP committee chairmen at an event hosted by the Council on Foreign Relations.
Mr. Trump’s campaign didn’t respond to a request for comment.
