I don't understand bending over backwards to accomodate illegal immigrants

I was reading this article about North Carolina's decision to issue Driver's Licenses to illegal (undocumented) immigrants.

As I'm reading, I can feel the WTF tension beginning to build up over the fact that:

1. This was happening (For ANY REASON)

2. some of those benefiting were WHINING because they felt they were being discriminated against because their licenses will look different than a normal one:
 "I'm grateful that I'm getting a license, because I will have an ID, something I've never had since I've been here," said Barrios, 22, who says he was brought to the USA eight years ago from Guatemala. "But the fact that they have to single us out, that's what my concern is. It's sort of like telling everybody what my legal status is, when not everybody needs to know that." 
Well GEE...THAT'S TO DAMN BAD.

Then I read this:
Except for those granted deferred status, illegal immigrants in most states are not allowed to get driver's licenses. In January, Illinois became the fourth state — joining Washington, New Mexico and Utah — to allow illegal immigrants to apply for driver's licenses or driving permits. (emphasis mine)
What the hell is going on with Illinois, Washington, New Mexico, and Utah?

If you're illegal...Aren't you SUPPOSED to be living in the shadows?....AND NOT 'IN THE FACE' of the authorities'?

HOW can you be illegal and get a license that gives you legal status to drive on U.S. roads?

WHAT AM I MISSING? Is my problem that I'm looking at this from a 'rational' view point rather than an irrational one?

My point of reference re: dealing with illegals not limited to Drivers License, but also just the fact they are here illegally, crimes committed by, 'benefits' given (ranging from reduced taxes, medical, & welfare, among others), and the reciprocity of their mother country. Can I go there and expect the same treatment they seem to feel entitled to, or should I expect to be thrown into a less than comfortable jail/prison with rats and roaches as cellmates? You bring me reciprocity, I MIGHT be willing to look at your 'complaints' without laughing.Sorry. Don't see this happening.
