Presumptive Republican presidential nominee Donald Trump seemed to suggest Tuesday night that troops stole money that was supposed to go toward rebuilding Iraq.
“How about bringing baskets of money, millions and millions of dollars, and handing it out,” Mr. Trump said during a campaign rally in Greensboro, N.C. “I want to know, who are the soldiers that had that job. Because I think they are living very well right now, whoever they may be.”

“Remember when they were handing out $50 million in cash,” he said in Keene, N.H. “Cash! They were going through Afghanistan, paying off. I want to know, who are the soldiers that are carrying cash of $50 million. Cash! How stupid are we? There were numerous convictions for theft and fraud by us govt personnel, including the military. Every soldier isn't an angel just like every policeman or teacher isn't an angel. Sometimes I don't know what to make of human beings. They spend most of their time playing dumb.
