Gen. Philip Breedlove Sees Shortcoming in Currant U.S. Aid to Ukraine

Gen. Philip Breedlove says assistance isn’t ‘changing the results’ in ground conflict
U.S. assistance that has been provided to Ukraine so far isn’t “changing the results” in the ground conflict there, the North Atlantic Treaty Organization’s top military commander said Wednesday.
The Obama administration is weighing a proposal to step up U.S. support by providing what it calls defensive lethal aid to Ukraine. So far, the administration has only shipped nonlethal aid, including body armor, medical supplies and radar used to counter mortar attacks.
Both in testimony before Congress and in a news conference at the Pentagon later, NATO’s Gen. Philip Breedlove declined to state his personal view on providing lethal aid.
He said experts were divided on what Russian President Vladimir Putin would do in the face of a decision to provide lethal aid, with some arguing it would force Mr. Putin to take additional action in Ukraine and others arguing it would raise the costs to Moscow.
But Gen. Breedlove left lawmakers with the impression that he believes the status quo isn’t helping Ukrainians gain control of their country. At the Pentagon news conference, he said that while NATO doesn’t know what Mr. Putin ultimately will do in Ukraine, the Russians already are escalating, even in the absence of U.S. lethal aid.
“What is clear is it is not getting better. It is getting worse every day,” Gen. Breedlove said at the Pentagon. “We see Mr. Putin is all-in, and they will proceed till their objectives are accomplished.”
