Is this something a potential candidate for the 2016 GOP Nomination for President should be saying?

H/T RomneyMan

Will Rand Paul's Statement on Obama affect his Chances for the 2016 GOP Nomination for President?

During a Senate Judiciary Hearing on the war on Drugs, Paul slammed minimum mandatory sentencing saying that they disproportionately place young Black males in Prison...many times for first offences.

Although I don't agree with him, THIS POST isn't about that. It's about HIS JUDGMENT.

He went on to say, "What a tragedy it would have been if America wouldn't have gotten to see Barack Obama as a leader." The context was that Obama admitted using drugs in his youth and if he had been arrested, we may have never had the pleasure to see him as 'a leader'.(President?)

Now the question isn't whether you agree with his statement or not, (I DON'T....) The question is, Is that something someone who wants to be the GOP nominee in 2016 should be saying?

What the hell was he thinking? Couldn't he have used a different example? Why didn't he?........BAD JUDGMENT perhaps? or does he REALLY BELIEVE WHAT HE SAID?

Here is the statement:

Here is the entire video from which the clip came:
