The Commission on Presidential Debates announces 2012 General Election Debates Format

The format included this:
"..........The debate will focus on domestic policy and be divided into six time segments of approximately 15 minutes each on topics to be selected by the moderator and announced several weeks before the debate.........."
Now WHY would they announce the topics ahead of time? Do they think someone may need some practice?

I don't like it. The debates should be COLD TURKY for the candidates. My personal belief is that knowing the topics ahead of time benefits President Obama. Am I wrong?

Why don't they allow teleprompters also...then President Obama would only have to read his answers off?

Read the format rules HERE.
