Mitt Romney spoke at the RNC State Chairmen's Meeting in Scottsdale, Arizona. He targeted his comments on President Obama, in what many are seeing as a move to the general election.
Sen. John McCain (R-AZ), the GOP presidential nominee in 2008, also addressed the conference.
